docs(api): regenerate Scribe API documentation

Update auto-generated API documentation:
- New endpoints: ProjectMonthPlan, Reports, Roles
- Updated endpoint docs for Allocations and Projects
- Regenerated Scribe index with new endpoints

Documentation now reflects enhanced-allocation features.
